South Florida’s answer to the “Lower East Side” is this delicatessen chain sending out time-honored curatives such as “great”, “sky-high” pastrami sandwiches, matzo ball soup and chopped liver that “rules” served by fittingly “fast” servers; those who think it’s “not up to New York City standards” are outvoted.
There are some exciting projects coming to West Boca Raton. Across from The Shores at Boca Raton is South County Regional Park. It is an amazing park with a great kids playground, ball fields for lacrosse, soccer, and baseball, water park open during the summer, picnic areas, and more. They are building a 27 hole Osprey Golf Course at South Regional Park that should be completed by the end of the year. They are also building an Ampitheater and much more in the coming years. Tuesday, March 27th, there was an article in the Sun-Sentinel regarding the annexation bill. Tuesday morning, the Palm Beach County Commissioners had a meeting. During the meeting, a motion was passed to support the annexation bill only if it contained the provision making the annexation effective only if and when University Drive & Riverside Drive were removed from the Thoroughfare Map and only if and when the roadway rights-of-way are abandoned. The WBCC sent out an update regarding the motion and the amendment that was filed.

The fitness equipment is used at your own risk. Children under 15 are not permitted in the gym.
Membership Overview One of the "extras" you receive by living at The Shores at Boca Raton is the use of four tennis courts. The tennis courts are opened at 6:30AM Monday-Friday and 8:00AM on Saturday and Sunday.

Home Prices End Months of Decline

"But in the last few weeks, my showings have increased dramatically. The more people you have going through these houses, the better. Sellers of existing Palm Beach Homes found relief in the new year when plummeting prices leveled in January after 2006 ended with three consecutive months of double-digit declines. "
The county's median price last month was $388,000, down just $5,700 or about 1 percent from $393,700 a year ago, the Florida Association of Realtors said Tuesday. The January median increased $19,800 over December's $368,200.
Still, it will take time for Palm Beach Homes housing market to rebound, and it could be years before it comes close to the windfall that was 2000 to 2005, experts say.
'I'm reluctant to say we've hit bottom yet,' said David Levin, a Delray Beach housing consultant. 'I'm still concerned about the overall affordability issue. Prices are still not low enough for the average person.'
Mike Halleran, 52, who is buying a Boca Raton Home, said many of the properties on the market are overpriced by at least 10 percent.
Another buyer of a Palm Beach Home, Melissa Rutherford, 35, of Boynton Beach, agrees. She and her fiancA© plan to wait awhile longer because they think prices will keep falling.
'We don't want to buy a house that's valued less than what we paid for it in six months,' Rutherford said.
Countywide, January sales of existing Palm Beach Homes fell 15 percent, to 496 from 586 a year ago, according to the Orlando-based Realtors' group. That's much improved from the 45- and 50-percent sales drops last fall.
Palm Beach Homes condominium market remains sluggish. Sales declined by 7 percent last month, to 381 from 409 a year ago, while the median price rose 2 percent, or $4,000, to $213,100 from $209,100.
Analysts are split on where the market goes from here. Some see improvement early this year as buyers take advantage of the many incentives available now. But others expect the market to founder until the second half of the year and perhaps into 2008.
In any event, forget about the enormous price increases of yesteryear, Chousing analyst David Dabby said. 'I see several years of flat pricing.'
Meanwhile, the inventory of unsold homes remains a concern.Palm Beach Homes Market has more than 33,400 homes and condominiums for sale, up nearly 19 percent from last year, according to the Keyes Co. of Miami. At the current sales pace, it would take several years to sell that inventory.
Frustrated homeowners who pulled their homes off the market in 2006 are expected to re-list them as the spring selling season heats up. But lenders have tightened standards and that could reduce people's buying power, said Mike Larson, an analyst with Weiss Research in Jupiter.
'The inventory problem we have is still definitely with us,' Larson said. 'That's going to put the cap on any rebound.'
Despite that modest forecast, real estate agents across South Florida say they've seen more activity in recent weeks.
'My marketing efforts were pretty fruitless,' last year, said Missy Biagiotti of Ross Realty & Appraisal in Boca Raton. 'But in the last few weeks, my showings have increased dramatically. The more people you have going through these houses, the better.'
In January, state lawmakers took steps that they say will lower property insurance costs. And they also seem certain to address the property-tax crunch during the legislative session beginning Tuesday.
Those developments will help buyers, said Christine Hansen, president of the Realtor Association of Greater Fort Lauderdale.
'People's confidence is coming back around,' she said.
Hansen figures lawmakers will find a solution to the soaring tax bills, although she doesn't think voters would endorse a Republican proposal to eliminate property taxes on homesteaded properties.
But it's naive to think homeowners wouldn't overwhelmingly support the measure, said Erich Zlanabitnig, an agent for Illustrated Properties in Palm Beach and Broward counties.
If it does pass, potentially reducing the costs of owning a home, Zlanabitnig expects another real estate boom in South Florida. 'It's going to be unbelievable,' he said.
Meanwhile, existing home sales in Broward County fell 17 percent in January, while the median price dipped 2 percent to $364,500. Statewide, sales were down 27 percent, and the median price fell 2 percent to $239,300.
Nationally, existing home sales climbed by 3 percent in January, the biggest one-month rise since a 3.3 percent increase in January 2005. The median price dropped to $210,600, a 3.1 percent decline from a year ago. The January drop was the third-biggest in history.
Are Home Values Holding Steady
Eighty-four percent of U.S. residents say home values will hold steady or increase, despite trends to the contrary, a nationwide poll published in the Los Angeles Times found.
Nearly a third of those surveyed this month predicted home values in their local markets would rise in the next six months, a Los Angeles Times/Bloomberg poll said. Only sixteen percent anticipated a decrease. The rest said values would hold steady.
The belief that Palm Beach home values will increase in the short term is missguided according to many industry experts.
"Mortgage credit is clearly tightening, affordability is not good and there are a record number of unoccupied homes for sale," said Scott Simon, a mortgage-bond fund manager for Pacific Investment Management Co. in Newport Beach, said in an interview with a Los Angeles Times reporter. "We think prices should be down a few percent this year and, if we are wrong, it will be worse than that."
Recently, the National Association of Realtors (NAR) reported home prices fell 2.7 percent in 2006's last three months.
NAR forecasted just this week that existing-home prices would probably slip an average 0.7 percent this year.
Sixty percent of the poll respondents also said a recession was somewhat or very likely within the next year. In Palm Beach County, Florida there is a little a bit of a hedge especially in the more desireable areas like Boca Raton. Meaning that these areas when based on the average area appreciate at a much higher rate and depreciate at a much lower rate.
Over the last few days you may have read media accounts regarding an agreement reached between Senate President Ken Pruitt and myself. This agreement is with regards to how we will cut property taxes. I wanted to take a moment and explain how it would work. The plan envisions a statutory roll-back of property taxes and a cap on future revenue growth. Instead of rolling-back to a specific year, we will require that cities, counties and special districts roll-back revenue from property taxes in proportion to how much they increased it. The more they raised taxes, the more they will have to cut them. The savings will apply across the board to all property tax revenue, so every property in the state will benefit. We have also agreed to change the way we tax property in the state. It will be based on the following methodology: Homestead Property: We will do away with the $25,000 Homestead Exemption and replace it with a new super-exemption based on a percentage of the value of your home. It will be tiered on at least three tiers of value. For the small minority of properties whose taxes are lower under the current Save-Our-Homes system than under the new system, they will be allowed to keep that benefit until they sell their house. We have also agreed to try and deliver additional relief for low income seniors. I would personally like to see seniors with very low incomes pay no property taxes at all. Sincerely,

TOSCANA HIGHLAND BEACH Highland Beach is a residential community with a year-round population of approx. 4,000 which more than doubles during the season. The season in Florida are the months of December through April. Roll-back & Cap
Some of you have expressed concern that these governments will be able to exceed the cap on future revenue growth by a super majority vote. Let me try to alleviate your concerns by pointing out three things.
First, while it is true that most local government budgets pass with a unanimous vote, it is usually hard to get a fee increase or a millage increase passed. One of the reasons the system is broken is because with the massive escalation of valuations, local governments have been able to brag about cutting your millage, yet you are still paying more in property taxes. This measure will end that practice. It will require them to roll back their millage to be under the revenue cap. If they want to exceed the cap, they must vote to increase the millage!
Second, it takes away the argument that cuts will impact essential services. If that is truly the case, now local government will have the opportunity to make their case to the people for a millage increase to help protect these essential services.
Finally, please note that this opt-out applies only to the statutory part of the plan. It does not apply to the constitutional amendment portion of the cut.
Percentage-Based Exemptions
Non-Homestead Residential: These property owners will receive a flat percentage exemption on the value of the property (i.e. a 25% exemption on a $1million property would mean they would pay taxes on $750,000 instead of $1 million). We have also agreed to try and provide a larger percentage exemption for affordable housing.
Commercial Industrial: Commercial property owners would receive a flat percentage exemption on the value of the property. We have also agreed to try and provide an even larger exemption for working waterfront properties.
Some of you have expressed a concern that local government could wipe out the benefits of these new exemptions by simply raising the value of the property. Don't forget that in addition to restrictions that exist on increasing value, you will now also have a statutory revenue cap in place. Every increase in value will be met with a decrease in millage unless they are willing, by a super majority vote, to increase the millage.
So we have agreed on how to cut the taxes. Now comes the hard part, how much to cut them? How much do we have to cut taxes in order to make them affordable again?
That is the hardest and most important part of the plan to put in place. We need your help and suggestions. How much do you think property taxes must be cut in order for them to be affordable?

Boca Raton Map - Demographics - Strategic Plan - Future of Boca
The meaning of the name Boca Raton has always aroused curiosity. Many people wrongly assume the name is simply Rat’s Mouth. The Spanish word boca (or mouth) often described an inlet, while raton (literally mouse) was used as a term for a cowardly thief. But the “Thieves Inlet,” Boca Ratones, appeared on eighteenth century maps associated with an inlet in the Biscayne Bay area of Miami. By the beginning of the nineteenth century, the term was mistakenly applied to Lake Boca Raton, whose inlet was closed at the time. The “s” and later the “e” were dropped from this title by the 1920s, yet the correct pronunciation remains Rah-tone.
The earliest known inhabitants of the Boca Raton area were the Tequesta Indians, who lived in communities near the ocean as long ago as one thousand years until the eighteenth century. The construction of the Florida East Coast Canal (today’s Intracoastal) and the Florida East Coast
Railway in the 1890s made the region accessible to a group of resourceful pioneers. By the early 1900s Boca Raton was a tiny agricultural community, many of the farmers specializing in pineapple cultivation. Amongst these were a group of Japanese immigrants under the leadership of Joseph Sakai, who formed a community along today’s Yamato Road in 1904.
In May of 1925, the Town of Boca Raton was incorporated at the height of the Florida land boom. The town council commissioned noted society architect Addison Mizner to plan a world-class resort community. His exclusive hotel, known as the Cloister Inn, was completed in 1926 and continues its reign as a city landmark as the Boca Raton Resort and Club. Although many of Mizner’s plans for the young community were squelched by the demise of the land boom in 1926, a few survive today—and his architectural style continues to influence the city.
One of Mizner’s projects was a design for a city hall for Boca Raton. Completed by Delray architect William Alsmeyer in 1927, Old Town Hall at 71 North Federal Highway still bears the original footprint of the Mizner design, and was constructed using ironwork, tile, and woodwork supplied by Mizner Industries. Today the restored Town Hall is the home of the Boca Raton Historical Society.

In the 1930s and 40s, Boca was known for its winter vegetable crop, particularly the green beans which commanded a premium in northern markets. In 1942, the Army Air Corps established its only war-time radar training school at the site of what is today F.A.U. and the Boca Raton Airport. The facility brought over 30,000 servicemen as well as families and civilian employees to the tiny community of Boca Raton, with a population of 723 in 1940.
In the 1950s, the still small town played host to a safari park called Africa USA which opened where the Camino Gardens development stands now. E. G. Barnhill offered an attraction called Ancient America on the site of prehistoric burial mounds on U.S. One in the area of today’s Sanctuary neighborhood. And the Winter Bible Conference Grounds—Bibletown—was established in buildings of the former Air Field.
In the 1960s, South Florida experienced another great land boom, with developments pushing the Everglades and former farmlands increasingly westward. The population grew to almost 30,000 residents by 1970, continuing to increase well outside city limits to this day. In 1962, Boca Raton attracted the newest state university, Florida Atlantic, to the site of the old army airbase. IBM moved one of its computer facilities to Boca Raton in 1967, and in 1981, it was there the first IBM PC, or personal computer, was developed.
During the 1980s and 1990s, the city focused much of its attention on downtown redevelopment, and a number of important historical properties, such as Boca Raton’s original Town Hall and F.E.C. Railway Station were restored and opened to the public. Many fine cultural facilities, such as the Boca Raton Museum of Art, have grown up to meet the needs of the growing population.
What's New in Boca
There are some exciting projects coming to West Boca Raton. Across from The Shores at Boca Raton is South County Regional Park. It is an amazing park with a great kids playground, ball fields for lacrosse, soccer, and baseball, a water park open during the summer, picnic areas and more. They are building a 27 hole Osprey Golf Course at South Regional Park that should be completed by the end of the year. They are also building an Ampitheater and much more in the coming years. It is going to be one of the most incredible parks in the state.
On the corner of Yamato and 441, they are building The Shops at Yamato Court. It is going to be an upscale shopping center with boutiques, restaurants and more including a wonderful chinese restaurant, Gary Woo's Take-out.
In the Boca Green's Shopping Center, Outback is coming in 2007 which will be located right next to Annie Sez. Some wonderful new projects coming to West Boca Raton that will only make Boca Raton Real Estate even more desireable than it already is. Calling All Buyers
It is Your Turn to Dictate the Real Estate Market. Recent Trends in the South Florida Real Estate Market have shown that inventory has grown at a radical pace. We as buyers now have a little control. There are a few issues that Buyers need to understand while in a "Buyer's Market".
1: Make sure you know what you want. You should prioritize your requirements. Is a Pool a Must? Do you need to be on a Lake? Will a 3 Bedroom with a Den be okay or do you need at least 4 bedrooms? These are some of the options you must consider. Make a list of these priorities and take them with you to the homes you are seeing. Please know that as you sift through the homes you are looking at, your priorities may change. Keep a log of them. Would you consider a 2500 square foot home with a pool instead of the 3000 square foot home with no pool? Know your limitations and be firm. Do not settle for a home.
2: Set a realistic starting price of what you are looking for. If you want to spend $500,000 on a home make sure you look at homes in the $450,000 range, and those homes in the $600,000 range. This will allow you to make a more informed decision on how much $50,000 -$100,000 more or less will get you. You may be surprised that the difference in home between $450,000 and $500,000 is really nothing so you may end up with that less expensive home.
3: If you are obtaining a mortgage, make sure you get pre-approved before you start looking. The reason for this is so you basically know your payment at every property you are going to see. It will also let you know how much you may need to bring, and the requirements of the lender in order to obtain each specific loan.
4: Similar to #3 Know your Costs. Each property that you see may have different property tax amounts, Homeowners Association Costs, Insurance Costs, etc. You should know exactly how much a property costs you monthly down to the penny. The problem recently with all these foreclosures is that owners did not know ALL the costs down to the penny or they believed that since the market is appreciating at 30% a year, then they could use their homes as an ATM machine and borrow, borrow, borrow. It is very important to know all the costs. After you have decided on all the costs add 10% for unexpected costs such as the new A/C or the appliances broke or whatever. There are always unexpected costs.
5: Choose a Real Estate Agent not by its good recipe cards or their large postcards. Ask your friends and business partners for a referral. They have unbiased opinions, and would probably be the best source for choosing a REALTOR®. Otherwise just choose me. It is very important to choose the right REALTOR®. that is going to market your property correctly and efficiently. You also need a REALTOR®. that will give you their honest assessment and opinions without regard for insulting you as the buyer. It is kind of like the heart surgeon. If you get a heart surgeon that has a good bedside manner choose a different one. Same with a real estate agent. You need an agent that is going to work for you without regard to your feelings.
These are just a few good tips for Buyers. No more "Buyer Beware." It is go find a good deal and make sure you have an agent working for you.
